Bizarrely, the incident was drawn to the governing body's attention through a player clearance request, which led to ACT Policing, Sport Integrity Australia and NSW Rugby League all being notified.
The incident allegedly occurred at Phillip Oval on May 31 - during the Woden Valley Rams home game against the Queanbeyan Blues.
Rams coaching staff walked in on it and reported it to the club's hierarchy.
