The incident occurred after a technical error left one of the players without a room, leading to an altercation between the two international stars.
Despite the players fronting up to apologise after the story surfaced, the NRL has issued breach notices to Young and Smithies for bringing the game and their club into disrepute.
According to a statement from the NRL, the breach notice alleges that the players engaged in conduct that has tarnished the reputation of the game.
