Despite being part of a committee aimed at addressing players milking penalties, Stuart admitted to still not comprehending the NRL's interpretations of obstruction rulings.

This sentiment was reinforced after a try by Seb Kris was disallowed in a match against Manly, with minimal contact between Canberra's Corey Horsburgh and Sea Eagles' Daly Cherry-Evans cited as the reason.

Stuart criticized the decision, stating that the NRL had veered away from its initial no-tolerance approach towards obstruction calls just three rounds into the season.

During the game, Cherry-Evans made physical contact with Horsburgh before racing after the play, leading to the try being called back.
