The Canberra Raiders prop hasn't spoken to any other NRL clubs and he hasn't been given permission to do so either.
Horsburgh's contracted to the Raiders until the end of 2027 and isn't allowed to talk to other clubs about 2028 and beyond until November 1.
The 28-year-old is reportedly considering a return to his home state of Queensland with the struggling Brisbane Broncos listed as a potential destination, but his manager Jeff Jurotte said that was "all speculation".
