Let's call this the structure before the physical structure - an opportunity to put the stadium foundation in place after almost 20 years of false dawns and broken promises.

It's time for the ACT and federal governments to strike an agreement to end the city's stadium saga by appointing an independent board to oversee the first phase of a perpetually stalled project.

The state of Canberra Stadium will be thrust back into the spotlight this week when the Raiders and Brumbies host back-to-back games at the almost 50-year-old venue on Friday and Saturday nights.

But with pressure mounting to take meaningful action after a spate of incidents at the stadium, there is a push within some circles in Canberra to end this game of political football.
