After 17 years and an eighth government study, Canberrans still don't know where a new stadium will be.

And ACT Chief Minister Andrew Barr says a decision won't be made for at least another three years - and another study.

There's also no mention of what a new stadium would cost - it's explicitly excluded from the report.

Some are labelling the $10 million Bruce Precinct Master Plan as a waste of money that's under-delivered, but Canberra Senator Katy Gallagher said it's a crucial piece of work that's the first step.
