The Eels got their first win under Jason Ryles last week but they lost star outside back Zac Lomax for this clash against the Raiders in Darwin.
Lomax booted the winning field goal against the Dragons but he's now sidelined for up to six weeks with a fractured foot.
Bailey Simonsson comes into the side having returned through NSW Cup and overcoming an ACL injury suffered last year.
