Phil Gould has offered a solution to the NRL's player transfer system which Raiders coach Ricky Stuart labelled "flawed".
But he says the game must act now if it wants the issue fixed in a decade, saying junior players need to be told what they'll be faced with when it comes time to sign professional contracts.
The reason is the Collective Bargaining Agreement (CBA) agreed to by the governing body and the players' association, which stipulates rules and rights of the athletes within the game.
