The Penrith Panthers website, penrithpanthers.com.au, has reported that Thursday night's upcoming match against the Sea Eagles will mark the beginning of a crucial two weeks for Manly.

The Sea Eagles missed a golden opportunity to enter the top eight last week when they suffered a 26-16 defeat to the Roosters, despite dominating possession and playing against a team with a player disadvantage for the final 18 minutes.

Although they are only one point behind the eighth-placed Rabbitohs heading into Round 24, Manly will likely need to win both of their next two games against the ladder-leading Panthers and the third-ranked Warriors to have a chance of advancing beyond the regular season.

The NRL have admitted the Wests Tigers, Dragons and Dolphins all copped either wrong or very harsh calls at crucial points in their respective Round 23 losses.

It was another weekend of refereeing drama from start to finish, with six clashes decided by 10 points or less.

The Tigers, Dragons and Dolphins all lost by just one score and each of them copped a controversial call that proved costly.

Tigers coach Tim Sheens, Dolphins veteran Wayne Bennett and St George Illawarra interim Ryan Carr all blew up in their post-match press conferences.

NRL head of football Graham Annesley conceded an incorrect call went against the Tigers on Sunday, and despite fan and media uproar, he reiterated why the bunker will remain unable to rule on forward passes.

At the NRL's weekly briefing on Monday, Annesley addressed the issue of forward passes after noting several "questionable" moments in Canberra's 22-18 victory over the Tigers.

Luke Brooks' try where the Tigers half appeared off-side from a kick was not mentioned by Annesley in the briefing, but the NRL executive admitted that Jack Wighton's pass to set up Sebastian Kris' second half Raiders try was forward.
